Please provide a real TCF framework feature, without dependencies to CDT or RSE. The core TCF framework can be used without CDT or RSE. It's impossible to refer to the current features from clients, like the Target Explorer or EDC, requiring the TCF framework runtime only, as the current feature always pull in CDT and RSE on install.

The proposed feature granularity is

    - o.e.tm.tcf.feature
        - including all plugins except o.e.tm.tcf.cdt.ui and o.e.tm.tcf.rse
    - o.e.tm.tcf.cdt.feature
        - include feature o.e.tm.tcf.feature
        - include plugin o.e.tm.tcf.cdt.ui
    - o.e.tm.tcf.rse.feature
        - include feature o.e.tm.tcf.feature
        - include plugin o.e.tm.tcf.rse
