Buttons on other tabs of the New Target Definition wizard are justified, but not on the Implicit Dependencies tab.

Fixed in HEAD.  See TargetDefinitionContentPage.java

Verified.

Note, to reproduce the problem you need to change the text of the buttons to increase the composite size.  Otherwise the buttons all look justified because they all are at the minimum size.
