RAP bundle "org.eclipse.rap.jface.databinding" defines a version range of [1.2.0,2.0.0) for "org.eclipse.core.databinding.observable" but uses APIs created in 1.3.0 version. The version range should be updated to [1.3.0,2.0.0).

I updated the version range as sugested. I also changed the lower version boundary of o.e.core.databinding and o.e.core.databinding.property to 1.3
Changes are in CVS HEAD
