"Download Sources" and "Download JavaDoc" shouldn't show up in non-JDT projects where they don't apply. "Download Sources" has the potential to be useful regardless of language/packaging so maybe that could be turned into an m2e extension point.

does source/javadoc make sense for groovy/scala only projects? 

in general  I'm not sure it's worth the effort to fix it unless there are some very clear and precise rules for it (which I'm not aware of)

I agree with comment 1. There is no clear criterion to tell if download sources/javadoc applies to a project or not and implementing some fuzzy logic is not worth it in this particular case.
