Build Identifier: Eclipse Indigo

Using Eclipse Indigo, BIRT Framework 3.7, and all other dependent installations (DTP, GEF, etc), one is unable to create a new data source for a BIRT Report.

Right-clicking "Data Sources" in the Data Explorer gives only the "Paste" option. Following the "Cheat Sheet" links to create a data source gives the error:
"The action could not be completed because the plug-in 'org.eclipse.birt.report.designer.ui.data' could not be located."

Reproducible: Always

Steps to Reproduce:
1. Open Eclipse
2. Create new BIRT Project
3. Create new BIRT report
4. Right-Click Data Sources
or
Steps 1-3, then
4. Choose one of the pre-built reports
5. Follow Cheat Sheet links to create Data Source

This bug forced us to revert back to the previous release of Eclipse/BIRT. The issue is not present in the previous release.
