It should be possible to select the storage service used for persistency by setting a system property (e.g. for testing purposes), or with a property in skalli.properties (similiar to the "workdir" property defined in FileStorageService). Access to the OSGi console is not always possible, so we need an alternative mechanism.

Note: We should also have a look into OSGi configuration service later, but even that service is not available everywhere. So we need something low-level.
