Maven can support different scope for the dependencies, this bug is to request that the Maven Dependency library group be broken down by scope that way we can include just the "compile" and "runtime" only dependencies on JST.WEB rather than the whole thing which would include provided jars.

m2e-wtp has full control of project classpath via extensions APIs provided by m2e-core. since m2e-core does not directly support integration with wtp, please direct your feature request to https://issues.sonatype.org/browse/MECLIPSEWTP
