org.eclipse.xtext.generator.GenModelAccess.getGenPackage(EPackage, ResourceSet) should return the genmodels from EMF implicitly in the same way as they are handeled in 
org.eclipse.emf.codegen.ecore.genmodel.impl.GenModelImpl.findGenPackage(EPackage)

Currently, one has to register the GenModels (such as Ecore.genmodel) explicitly, which can not happen via platform:/resource/ URI if its not in the own workspace.
