Source or target version configuration does not recognize 5 or 6. JRE 1.4 runtime libraries are referenced in the eclipse project. Switching version to 1.5 or 1.6 solves the problem but this is not documented and is extremely confusing, and could cause someone who is less familiar with Eclipse to start trying to change the classpaths manually, providing a poor user experience.

Reproducible: Always

Steps to Reproduce:
1. import a maven project with source set in maven-compiler plugin to 5 or 6
2. look at the JRE system library setting. It will be JavaSE1.4
