The RuntimeWorkingCopy class has a set of setAttribute methods, but they are not exposed to the IRuntimeWorkingCopy class.  So, they can't be used.

This defect is to expose them.

Steps to Reproduce:

We can do this via using the runtime delegate instead.  So, canceling it.
