Our ROV plugin only receives the XDC paths once, and they aren't updated when a new program is loaded with different paths.

Need to work with the DVT team to sort this out.

I've filed SDSCM00040686 against DVT for this.

DVT now shuts down and recreates the ROVServer whenever a new program is loaded.
The XDC paths are also passed in. This should fix the issue outline with in this CQ.  No changes to ROVServer are required.

    o created two projects with different package paths - one with and one
      without xdais
    o opened ROV  on one without xdais and checked package path as displayed
      by System
    o closed the debug session and started another debug session with the 
      project with xdais on the package path
    o observed two new components on the package path of for the xdais enabled
      project
    o observed ROV re-loading on each program load.
