lib-a has a dependency some-lib-1.0.0-SNAPSHOT.

project-b depends on lib-a and some-lib-1.0.1-SNAPSHOT, and excludes some-lib from lib-a.

both some-lib-1.0.0-SNAPSHOT and some-lib-1.0.1-SNAPSHOT make it into the wtpwebapps/project-b/WEB-INF/lib folder.

Reproducible: Always

Steps to Reproduce:
1.create dependency version conflict with is resolved with an exclude
2.deploy wtp project to Eclipse wtp server runtime
3.browse to lib location in org.eclipse.wst.server.core and note both versions of the library are present
