In the customization palette wizard, the "Delete selected local palette definition" action don't work.
An error window opens : "Bad selection (no item or bad item) - Please select a local palette to be deleted" 

I tried to delete the .xml local palette definitions in my workspace ".metadata\.plugins\org.eclipse.papyrus.diagram.common". When I reopen my workspace, my palettes are still visible in the customization wizard : a new (and empty) .xml palette definition file is automatically created (with the same old identifier).

Steps to Reproduce:
1. Open the customization palette wizard
2. Select a local palette definition
3. Click on "Delete selected local palette definition"

Today, the associated action with delete button is  default extended palette restoration. In state, the delete action method is never called. 

To fix this bug, it's necessary to know what is the normal behavior for method for restoring default extended palette because this is it which open message dialog.

This patch fixes bad behavior of deleting local palette and add a button for restoring default configuration of extended palette. Both actions have been dissociated.
