m2e has long had an inconsistency, in that active profiles are specified per project on the project properties.

The workaround is that instead, profiles get changed in settings.xml, or a user has to specify a different setting.

While it is true that a workspace may contain different maven builds for which different profiles are relevant, this is rarely the case.

Most of the time a profile is relevant to all the project in the workspace, so I'd like to be able to specify it for that workspace.

This then means that when I switch workspaces, I get different active profiles.
