The p2.publisher.eclipse bundle is currently shipped as a folder shaped bundle.  There are .class files lying directly on disk under p2.publisher.eclipse/org/eclipse/...

The bundle should be shipped as a jar.  The ant tasks can remain in a nested jar in the same way that org.eclipse.equinox.p2.repository.tools has it.

Due to bug 350073, dependent bundles can not compile against p2.publisher.eclipse without having it in the workspace.
