Using I20110621-1200. in a fresh workspace, checkout out org.eclipse.pde.build from CVS. Notice the compile errors. As a particular example, see BuildTimeFeature and the imports of org.eclipse.equinox.p2.publisher.eclipse.* This package comes from org.eclipse.equinox.publisher.eclipse which is installed as a folder shaped bundle. Class files exist directly on disk: org.eclipse.equinox.publisher.eclipse/org/eclipse/.... If you expand the Plug-in Dependencies under pde.build in the package explorer, org.eclipse.equinox.p2.publisher.eclipse does not show up there, it should. I will raise a second bug against p2 since this bundle should be a jar.
