If a label-text is shortened (label text is to long, "..." is shown), the label-tooltip always contains the label text, also if a explicit tooltip is defined.

Expected behavior:
If an explicit tooltip-text is set (getConfiguredTooltipText), this text should allways appear in tooltip, also when the label-text is shortened.
