When non-english language is enabled, Filter dialog does not work in the way that Predicate combo box does not show the drop-down options.

Reproducible: Always

Steps to Reproduce:
1. Enable non-english language, like German.
2. In Data perspective, select tables, invoke Filter context menu.
3. On filter dialog, un-check "Disable filter" option.
4. Double click on Predicate combo box, there is no drop-down of Predicate options.
