Currently the CC list only appears after submitting a ticket. On new tickets, the People section only has Assigned to. 

This is especially problematic when cloning a ticket that has a CC list, because all recipients of the old ticket end up in the CC list of the new one without a chance to change this - or even seeing it. Changing the CC list afterwards isn't an option either, because it spams the old recipients. (We'd like to use the Clone Task feature to copy tasks from our Customer Support tracker to our internal development tracker, and naturally do not want our customers to get spammed by our internal ticket activities)

I agree that it would make sense to show a control for modifying the CC list on task creation. Let me know in case you are interested in providing a patch.
