The minimum Eclipse version supported by the OSGi Bundle Facet feature is Indigo. It should not install successfully on Helios and previous releases.

When trying to install the OSGi Bundle Facet feature on Helios or older Eclipse release, p2 will report a missing requirement like: 

Missing requirement: OSGi Bundle Facet Core (Incubation) 0.1.1.201109071122 (org.eclipse.libra.facet 0.1.1.201109071122) requires 'bundle org.eclipse.pde.core 3.7.0' but it could not be found
