I was asked to participate in the usage collector and chose to log my data. 

When I was prompted to upload the information, a dialog was launched which listed rows and rows of data for upload, but the upload was impossible to trigger, since the Finish button was greyed out. The only functional options seemed to be to filter out package statistics. 

I'm a computer science researcher and if I couldn't work out the sequence of events, interactions or whatever to submit usage data, then your user journey is broken, and I wouldn't be surprised if no data is submitted even by those who accept the terms.

Steps to Reproduce:
Installed, waited a week or so, accepted usage logging but dialog to upload which automatically appeared includes huge fail in design.

The Usage Data Upload wizard should contain three pages. You have to step past the "Terms of Use" page to get to the "Upload Preview" page. But you can step past that "Terms of Use" page without actually ticking the "I accept the Terms of Use" checkbox; if you do that, you end up on the last page with a grayed out "Finish" button, but no idea why. I'd say that's a bit of a fail.

I see two options:

1) Gray out the "next" button on the "Terms of Use" page if the 'accept' checkbox is not ticked (and maybe include a warning message); or
2) Display an error message on the final page if the the terms have not be accepted.

I'm leaning toward #1.

The Usage Data Collector was decommissioned a long time ago. Therefore any
remaining bugs are now being closed as WONTFIX. If this bug is still relevant,
please make a comment and we'll move it to the correct project/component for
further investigation.

This change was made as part of a bulk change.
