Hi. I am a CS researcher from Korea, and I am doing research on several Open Source projects for finding developer's general code change tendency. 

higgins project is very good target because many active developers are involved
and the change amount are relatively even. 

However, when I do backup of higgins SVN repositories, I see the following error that I can't proceed the backup. 


D:\Repository\higgins>svnsync sync file:///d:/Repository/higgins
svnsync: Cannot accept 'svn:log' property because it is not encoded in UTF-8


it happens after the copying revision 4183.

I found the solution for it but i have no authority to edit your SVN.
