Starting Eclipse with a brand new work space will not load R4E by default. i.e. no R4E views, no help entry, no preferences.

The introduction of R4E capabilities is missing to set R4E to active by default.

New defaultEnablement set for the activity in the plugin.xml.  The capabilities for R4E are now enabled by default
