The p2 metadata in /releases/staging does not contain any touchpoint instructions about unzipping the content of 

  org.eclipse.wtp.epp.package.capabilities_1.3.0.v201005102000.jar and
  org.eclipse.wtp.epp.package.jee.intro_1.3.0.v201006142040.jar

Both bundles should include a

  Eclipse-BundleShape: dir

in their MANIFEST.MF.

(I have to admit that I never tried this myself, but according to the docs it should help p2 generate the correct metadata and touchpoint instructions.)
