In deployment diagrams, nodes and devices can be placed inside of other nodes or devices but it is not possible to do this directly.

Reproducible: Always

Steps to Reproduce:
1. Switch to the Papyrus perspective.
2. Create a new Deployment diagram
3. Select a node in the palette.
4. Drop a node in the diagram.
5. Resize the node to make it larger, say 3/4 the available space.
6. Attempt to drop another node on top of the 1st one. It is not allowed.
7. Drop the 2nd node to the side of the 1st.
8. Drag the 2nd node on top of the 1st. This is OK.

This bug seems to have changed somewhat as of 0.8.0.v201106151827 (or perhaps I didn't notice this before).

Nodes and devices can now be dropped on top of other nodes but not on devices.
