Seasonal Disease Model for Multiple Populations implemented

Since chicken pox is a childhood disease, a model with multiple populations has to be used to distinguish children from adolescents and adults. Another characteristic of chicken pox is the seasonal variation. Therefore a seasonal disease model for multiple populations will be implemented. A simple way to define the seasonal variation is to set the transmission rate for some points in time and to compute the transmission rates for all other points by interpolation. Spline interpolation is used to get a smooth function. Since there is no built-in method for spline interpolation in java and it is not a trivial procedure, the Apache Commons Mathematics Library is used.
