Creating a user:
1) go to .../profile/manage-users.html
2) hit Create User button
3) enter new user name/pwd
4) hit ok

Notice that new user is not shown, but refreshing the page will display it.

Similarly for deleting the user:
1) click on the "X" beside the user name
2) when the "Do you want to delete..." dialog comes up, hit OK

Notice that the user is still visible (and you can "delete" them multiple times), but refreshing the page will cause it to disappear. 

(Note: I didn't try deleting the admin user, because I didn't want to hose my install, but if we haven't got code in that prevents that, we should.)
