This is a bug in Jetty but when fixed support and a test needs to be enabled in Virgo.

Targeting 3.5 since bug 349010 will not be fixed in time for Virgo 3.0.

Fixed with Upgrades to the latest Jetty versions (8.1.3 and 7.6.3). Also required a change to the admin console as Jetty is a little touchy about incorrect usage of the tld header, separate bug being raised.
