This could be triggered by changing the project-level setting or the workspace default. Any affected projects should be fully rebuilt.

Updated Builder and BuildManager to detect a compiler change in hasEGLPathChanged(), and added a preference listener in EDTCoreIDEPlugin that will "touch" all projects using the workspace default compiler when that preference is changed.
