It appears that PreselectedIUInstallWizard skips license confirmation page and goes straight to installation when it is actually provided with preselected installable units. I will try to workaround this from m2e end (see [1] for how we use PreselectedIUInstallWizard), but it would be nice if the problem was solved at the root as well.
