1 - Cannot create a constraint in Block constraint compartment
2 - 2 Constraint tools share the same id
3 - Comment - Constraint creation on Block (other elements concerned) result in the command choice popup shown and incorrect creation (whatever the choice)

- Fixed duplicate declaration of "blockdefinition.tool.constraint" button in palette, local button and class diagram button merged.
