I am opening this bug as a result of bug 348028. In that case, a bad pack.gz file was being created and we didn't notice. 

It is interesting, since if our "SDK" files were promoted to indigo common repository, then the b3 aggregator would have detected this error in the pack.gz file, so we would have known about it earlier. 

So, thought I'd open this ... probably more of an enhancement request, since the frequency of errors in pack.gz files is pretty rare. But, still, is important not to produce bad pack.gz files.
