This bug has already been reported in Spring OSGI. See https://jira.springsource.org/browse/OSGI-806.

Same issue exists in Gemini Blueprint code. Due to this issue we cannot set timeout on the Bundles in a global way and this causes issues on slow machines.

The fix as explained in the referred bug is simple.

If required a patch can be provided
