The current plan is to dump IDEEnvironment and GenerateEnvironment, and put their functionality into ProjectEnvironment. A new subclass of Environment will be created that has two lists of object stores: the primary list like normal, and a secondary list used when deserializing a part. The primary list will contain all stores within the eglpath that's directly referenced or exported, and all unexported path entries will be in the secondary list.

Way too much changed to list is all here. The important parts are there is a new class ProjectIREnvironment, which is used by ProjectEnvironment. GenerateEnvironment and IDEEnvironment were merged into ProjectEnvironment. The secondary list of object stores mentioned in the original description was not needed.
