I would like to suggest to enhance the simulataneous release build by a task that scans all artefacts for mandatory legal files and takes action if they are missing.
'Action' could be to send a list of missing file to someone (e.g. cross-projects mailing list or similar), or let the build fail (too drastic?) or ...

With such a task in place, problems like those mentioned in bug 347239 could be detected and addressed early.
