In Papyrus 0.8.0 RC2, following compartment are visible by defaults on Block:
- operations
- constraints
- values

Block "properties" compartment should be visible by defaults.

In r4825 (available in RC4) :
Default compartments are properties, operations and constraints.
Use preferences or ctrl+F5 to modify.
