It is not possible to create a new diagram from the toolbar (using creation icon) when no UML element is selected.
This can be reproduce in the following way:
- Use a Perspective with no Model explorer (like Resource, which is the default proposed by Eclipse), or close the model explorer.
- Create a new Papyrus UML Model, choose no diagram.
- now you have a new Empty Papyrus Editor, with no Model Explorer, and no UML element selected.
- Try to create a new diagram by clicking on the New Class Diagram icon in the toolbar.

This lead to a popup message indicating that no diagram can be created in the selected element.

Normally, Papyrus should default the diagram creation in the model root when no element is selected. Otherwise, there is cases where no diagrams can be created ...

No more reproducible in 0.10.0. When no element is selected, a diagram in created under the root element of the model.
