After we get this work for comments we need an UI for

1) setting this during creation of an attachment
2) changing this for existing attachment
3) visual feedback that an attachment is private in the Attachment table

I'm taking this off from the milestone for now. I think it's best if we focus on private comments for now and consider attachments once that's complete. We might also want to consider a generalization in the tasks framework for this. Does that make sense?
