Using Tycho 0.12.0 and running Java 7 (version to conform), the download of org.eclipse.ant.core pack.gz from helios never succeeds and cause the build to never complete (read it infinitely tries to download the file, this may also due to the infinite download bug that we had in 3.6 / 3.7).
This happened with this VM: java version "1.7.0-ea" Java(TM) SE Runtime Environment (build 1.7.0-ea-b143) Java HotSpot(TM) 64-Bit Server VM (build 21.0-b13, mixed mode)
The same problem occurred when trying to update to a new version (java 7 support). It looked like the update went into an infinite loop. If 3.7.1 is supposed to run on top of a JDK7 JRE, this looks like a must fix for 3.7.1.
The install issue is being monitored in bug #317785. Do we already know of a Java 7 release date?
As far as I know, sometimes in the summer. So 3.7.1 will be released after JDK7.

I now regret not having fixed that in 3.7... Having 3.7.1 as a deadline works for me, esp that the bug with teh fix is assigned to John A :)
