+++ This bug was initially created as a clone of Bug #347098 +++

Early in Juno release, we should consider moving to the latest version of all third party jars from Orbit, when possible ... and opening appropriate "piggy back" CQs when we do. If there are reasons to stay on "lower" versions, that's fine, but we should understand and document that, if so.
