There are a number of obsolete directories in our downloads area. We should clear those up. The foundation has a new IP tool that scans every jar in a project's download area and ensures there is a corresponding CQ. Some of those old builds are creating "false positives" so doing a cleanup would help reduce those.

As far as I can tell, the following directories in downloads/eclipse/updates are obsolete and can be removed:

Fixed.  I left 3.6-JUnit-Tests there, Pascal uses it for his builds.
