org.eclipse.core.runtime.ListenerList link to a relative URL at several places, e.g.

	 * the <a href="#same">same</a> if they are equal.

The relative URL will be broken in the generated Javadoc index. One needs to prefix the relative URL with the generate file name (ListenerList.html in this case)
==>
	 * the <a href="ListenerList.html#same">same</a> if they are equal.
