Add support for isResolveProxies and delegate calls to eGet(feature, true) to getValue which then calls eGet to either resolve proxies or not depending on isResolveProxies, and, in the case of an isMany feature, returns a list that doesn't resolve proxies.

The change is committed to CVS for 2.7.

The fix is available in 3.7RC3 and later.
