The initial code for kicking off generation comes from RBD, and was tweaked to be more how EDT will work. However we should revisit this and possibly write a generation framework from the ground up, since EDT will differ quite a bit from RBD when it comes to generation.

After some discussions, we decided to write a new builder for generation. It will run when IRs for a project change. A prototype has been completed that demonstrates this idea should be an effective way to handle generation. A separate enhancement will be opened for the actual builder work.
