After creating a new outline under the 'all outline' node the new outline has not been added to the desktop. People have to add the outline manually to the outline. 
To avoid this extra step the outline dialog could be extended with a field to choose the owner desktop. If only one desktop is available this desktop should be preselected.

Scout Project clean up.
Bugs matching one of the following criteria will be removed:
- SWT, Swing and HTML(RAP) bugs which are not mandatory for the next release. The future is the new HTML UI.
- Bugs concerning a replaced technology.
- old bugs which got obsolete.
