Per email below, all BIRT feature projects should be updated to include the
latest version of the Eclipse user agreement, dated Feb 1, 2011.  
A copy of the latest license.html file can be found in the platform feature
project, e.g.
eclipse/features/org.eclipse.platform_3.7.0.*/license.html

Hi *,

I am testing to update my packages from M7 to RC1 and while I am doing this, I
found out that some of the features are still using the old version of the user
agreement:

Eclipse Foundation Software User Agreement April 14, 2010

others use the updated version

Eclipse Foundation Software User Agreement February 1, 2011

My expectation was that every item that can be installed from our Simultaneous
Release repository should use the new version...

are not containing the correct SUA files.

Please fix in the indigo SR1 release. Reopen.
