In order to commit migration to Tomcat 7 we need to change import-package range for javax.servlet and javax.el in these three bundles:

- com.springsource.javax.xml.rpc     ->    javax.servlet;version="[2.4.0, 3.1)",javax.servlet.http;version="[2.4.0, 3.1)"
- com.springsource.javax.servlet.jsp.jstl    ->      javax.el;version="[1.0.0, 2.3.0)", javax.servlet;version=” [2.5.0, 3.1)",javax.servlet.http;version="[2.5.0, 3.1)"
- com.springsource.org.apache.taglibs.standard     ->   javax.servlet;version="[2.5.0, 3.1)",javax.servlet.http;version="[2.5.0, 3.1)"
