[State Machine Diagram] Cannot create point reference, point reference displayed on the palette but not implemented yet.

Reproducible: Always

Steps to Reproduce:
1.Create a state
2.Add a connection point reference
3.Nothing is created.

Not true. ConnectionPointReference are only valid for SubmachineState nodes. Thus first assign a reference stateMachine to your state, then you will be able to add ConnectionointReferences, which serve as aliases to the Entry/Exit points the referenced stateMachine may have.
