Checking the 'privileged' keyword is not having any effect in the new aspect wizard.

I'm disappointed.  I was hoping that the problem was a simple regression that was added when we moved over to JDT weaving, but it looks like the problem is that the wizard is very, very broken.  This code hasn't really been touched since 2006 (way before I started working on this) and it's possible that the wizard has been broken since then.

I have been able to get the wizard working again by reworking the code a bit.  However, the checkbox for creating an inner aspect is now broken.  This is really not a feature that is used much.  If I can't get this working easily, then I will remove the feature.

I have decided that disabling the inner aspect creation is the right thing to do.  I will be waiting to commit this work since the Webmasters at Eclipse.org have admonished us to hold off on unnecessary builds for a little while until they can fix the Eclipse.org hardware that recently had a failure.
