Operation identifiers (metadata literals) are currently generated only if the operation reflection code generation option is enabled. However, it's conceivable that these constants could be of use independently of operation reflection (especially since, for example, the GWT runtime does not currently support operation reflection).

There's too much work and this doesn't sound all that interesting or compelling.
